[Interview] Hyung Joon Shim, Vice President of DA Group “proposes a space to live together.”
Won the “Maximum Business Site” in Daejeon for public housing design
Community planning to develop into a neighborly neighborhood

This year marks the second time that the government has started a “Korea Public Housing Design Competition” to improve the quality of public housing and improve public awareness. This year’s event, in particular, boasted an even bigger status than the first one, co-hosted by Ministry of Land, Infrastructure and Transport(MOLIT), Korea Land and Housing Corporation(LH) and Seoul Housing & Communities Corporation(SH). While focusing on the essence of the house, the winning films presented the future of public housing through innovative design and design. We met with the players with their winning works through fierce competition and heard various stories related to the design process.<Editor>
DA Group Urban Design & Architecture Co., Ltd. This year, DA produced the winning work from “Namyangju Jinjeop 2 Newlywed Hope Town,” the largest (Design cost of 3.533 billion won) of South Korea’s public housing project sites in Korea Public Housing Design Competition. Vice President Hyung Joon Shim of DA Group, who led the design of the complex, focused on the concept of “neighborhood” and proposed a complex where “near neighbor” could be realized. Shim’s goal is to break down the wall between neighbors, share life together and create a house looking for happiness within it.
Q) It received favorable reviews for planning a complex that efficiently coordinates public and private spaces. What particular aspects of design have you considered?
If you look at Namyangju Jinjeop 2 Newlywed Hope Town site, it was designed based on a ‘reconstruction of neighborhood.’ Neighborhood refers to having near neighbors living close by. A unit with close neighbors can be called a neighborhood district, and creating a community in the number or units of a few households does not create an actual community.
Thus, I thought that we should create a community of very small households of 150-180 households of cluster units. The reason why co-rearing is difficult is because it is hard to leave my child to someone I don’t know. Trust must be built to leave the child in charge; creating a part of life that small members can share can form a trust community. The purpose of the project is to plan a complex that introduces a living community based on this.
Q) Recently, there has been a rapid development of community facilities in apartment buildings. I would like to hear more about the community plan of Namyangju Jinjeop 2 Area.
As a joint community, it was made to make it possible to share areas, especially spaces needed in households such as laundry rooms and kitchens. Since they are newlyweds, we have also created an indoor sharing playground that allows children to jump around and play. Next to the space where children play, they also made Moms’ Cafes where mothers could meet so that they could actually live out the community lifestyle. I thought that a new life community could be formed only when a series of life activities can be tied up. These parts were named “quasi-housing” and “shared housing,” and the complex was built on the first floor by removing some of the space each person owns.
Also, the complex was planned to reach communities on the streets. This is a community where you can interact with the outside world. The truth is that it is not always good to assemble a particular social class into a single complex. This is because people with similar income levels, age groups and environments may turn into profit-collecting communities. To help children gain a better understanding of different classes, it was created in the form of road links to the outside world.
Communities should be designed to interact with life. It has to be natural to interact with the person next to you to make it natural to interact with other complexes. Is it possible to interact just by creating an apartment that is not interacting and creating community facilities? To create a natural home, such exchanges were planned as an open complex so that they would not be uncomfortable with people outside.

Q) There is a ‘Publico Archive’ in the design, what is this concept?
It’s a concept to create a space where people can store items such as bicycles, pots, and plants needed for their daily lives and to share them together. It’s designed to create an exchange life where you can sit and talk on a bench.
One apartment building has 8-10 floors, and people go straight into their house by elevator. We tried to seek access to roads and yards from the elevators.
Q) There are opinions that it would be good to replenish the deck connecting between buildings. What are the ways to reflect this?
The design failed to connect the entire main buildings. According to the instructions, corridors were not allowed, and it had to be cut at intervals of 60m. In order for the purpose of the shared concept to come to life, it seems to be a good idea to adjust the rules or ordinances to connect the whole of the main building.
If deemed better to adjust in areas, such as building deliberations, it can be developed to explain and reflect its intent and purpose in consultation with Namyangju City Hall and others.

Q Were there any positive remarks or regrets while preparing for the Public Housing Design Competition?
I think there should be a raise on the design unit price of an apartment. It seems to have been meaningful in good quality or much more advanced design. What is regrettable is that it would be nice if the guidelines because creativity is difficult to express when things like design guidelines are strong.
In this design contest, the Block A was supposed to apply general regulations, and Block B was designated as a special building zone. So Block B has become a much more creative condition to design the complex. I hope to think of these things(Special Building Zone) and expand them further.
