Dongjak-gu Mixed-Use Government Complex

Agora of Commons


The Dongjak-gu Office is envisioned as an open civic building that embraces urban diversity and naturally incorporates everyday life. Moving away from the authoritative and monolithic image of conventional public architecture, the project adopts a friendly, clustered composition in which small courtyards, paths, and scenes of daily life flow seamlessly into one another. Through this spatial continuity, the administrative complex dissolves the boundary between governance and citizens, becoming an integral part of the city’s everyday landscape.


At the heart of the building, a small open library welcomes everyone, offering a place for rest and reflection. Below ground, a shared space is newly created to carry forward the memory of the former commercial district, reconnecting the site’s past with contemporary civic life. Amid scenes of children and adults alike enjoying the slide with open smiles, the administrative space transforms into an open stage where public services meet daily life.


Through a shift from “urban-structural public architecture” to “human-centered space,” the Dongjak-gu Office proposes a new civic platform where memory and everyday living coexist. By lowering the threshold of administration and fostering a place where the urban community can breathe together, it is realized as an Agora of Commons—a shared civic ground for all.
